The District proposes innovative forms of rail transit, including modern trolleys or light rail, on four routes that serve areas throughout the city. A Starter Line is proposed that would operate on an unused railroad route east of the Anacostia River, linking Anacostia with the Navy Yard and Southeast Federal Center.
