Motor Carrier Management and Threat Assessment Study

The study will examine motor carrier operations in the District of Columbia and make recommendations for an improved truck management program that will promote truck safety, improve federal building security and protect neighborhoods from unnecessary truck traffic. Specifically the study will:

  • Recommend improvements to the District's current truck management program including enforcement of truck safety regulations,
  • Recommend truck management practices to improve security around sensitive federal facilities, monuments and memorials,
  • Recommend truck loading and unloading practices to reduce traffic congestion and air pollution and
  • Recommend approved truck routes that keep through trucks out of residential neighborhoods.
  • Key Recommendations Include:

  • Consolidate motor carrier management activities within one agency, including transfer of all parking enforcement activities from the Department of Public Works to Department of Transportation to consolidate policy and enforcement.
  • Identify and implement preferred truck routes throughout the city.
  • Develop an improved information system to truck operators (and drivers) to notify them of congestion resulting from crashes, public events, etc.
  • Improve loading zone operations by installing a metering system which would require trucks to pay for use of the curb space; strictly enforce double parking and no parking/no standing restrictions. Restrict loading or unloading operations during rush hour, or require "peak pricing pricing" for loading or unloading during rush hour.
  • Encourage (or require) most downtown loading and unloading operations in the evening, only.
  • Perform a block by block analysis of parking and loading regulations in the downtown area to properly balance parking and truck loading and unloading needs.
  • Prohibit truck carrying hazardous materials to enter the District of Columbia, unless they are making a delivery within the city.
  • Limit access of trucks carrying petroleum products from high security areas within the city.
  • Create a data collection and management system to regulate truck traffic in high security areas of the city.
