The US Capitol Building serves as the point at which the District is divided into these quadrants. The map that accompanies this text provides additional information.

Tour Bus Management Initiative
The Volpe National Transportation Systems Center has prepared a report about tour bus management. The report contains a chapter of best management practices from other jurisdictions. It also contains a chapter about policies and facilities that could be created in the District to enhance tourism while minimizing negative impacts on neighborhoods and infrastructure.
