The District Department of Transportation conducts studies to assess the District's short and long-term transportation needs. DDOT is responsible for identifying and developing the transportation-related projects that are to be included in the District of Columbia Capital Improvement Program (CIP) and the annual Capital Budget. The CIP forms the basis for projects to be included in the Transportation Improvement Plan (TIP) and Financially Constrained Long-Range Plan (CLRP). These documents, compiled by the Metropolitan Washington Council of Governments (COG), provide an overview of the transportation projects planned for construction for the next twenty-year period.
